I just recently purchased a complete upper 5.56 "with bolt carrier group" from Palmetto Armory for $289 and a nice basic lower parts kit and MOE grip and stock kit for another $109 for my lower build.

Upper Kit

Lower Kit

The lower kit was shipped next day and the upper took about 20 days as they put it together and test fired it. I know it says out of stock, but what they do is put some in stock usually every Friday evening and Saturday morning. You will need to be patient if you want a deal, since everyone and there brother is looking as well. I was very happy with what I got, but now they want more cash for the upper. Be patient as the prices have been coming down as stock build up again. I originally purchased two lower receivers two years ago and only now have begun to put them together.

Keep in mind you have options with what caliber you want to choose and availability of ammunition. 22LR, 5.45x39 or 7.62 Russian the American 5.56 .300 There is even a kit out there that allows a bolt action .50 caliber to attach to an AR 15 lower. To keep it cheap, be patient and vigilant in scouring the suppliers.

Aim is nice to deal with and do have some good deals:

Never ordered from Cheaper than dirt yet: but I do scour there ads.

Wideners is pretty good too:

I used to base the economy on food and gas prices, but have since changed to gas and ammunition prices.

I am surprised you bought an 80% lower though, as the completed units can be found relatively cheap again, say $100 on the high side down to $50. I do understand the whole FFL thing may be the reason, as it a concern for some. Do you have a milling machine?
