We have retreads and what are known as remolds, which are a lot better. With the remolds, all the surface rubber is taken off, leaving a clean casing, then the new tire is molded around that casing, similar to new tire construction, even including the manufacturer and speed limit on the sidewall. I've been using them for years on my trailers without any failures. Had a set on a '85 Grand Cherokee and put a lot of miles on them, again without problems until they were worn right down and one tread block came off.
Most interstate transport trucks run recaps here, some fail, but most can be done several times if the casing is still good.
