"Texas" clause in bulletins ?

I have a friends book that just says " Dodge-job rated trucks" on the cover(I think it came from VPW , it has all the special equipment and options available for PWs in it) and came across something interesting.

On page 55 and 58 under "Chrysler
Corporation , Dodge Division , Confidential Bulletin , Dodge Job Rated Trucks" it says in bold letters "To all Dodge Direct Dealers and Dealers(Except in the state of Texas):"

Whats this all about? I know we do things a little different down here , but are we really that off?

Does anyone have a reason this was done?
