Fender Rivets

My beloved PW has some rusty fenders which I would like to repair. I was thinking about removing the rivets which hold that extra panel on the back of the fender to get at the stuff underneath. I was also considering the same for the front support too. Is this foolish? I have no good way to replace the rivets and was going to use some stainless bolts with hex heads. Not original but perhaps not out of character. Any better ideas or experiences?
