Carter B&B float level & gasket

I've got a rig with a Carter Ball & Ball carb that won't run, even when warm, unless I give it some choke. It didn't used to be that way, but it's gradually gotten worse. When I pop the top off, the fuel level is about 1/2" below the rim of the bowl. Is this correct? Seems like that could make it run lean. What's the correct level? Also, all this on-and-off has left the gasket pretty sad looking. If the bowl gasket leaks a little bit of air, will that hurt anything?
