You use the pliers like a giant staple remover to open up the end links of the cross pieces. This allows you to replace the cross pieces with new ones or ones salvaged from other sets.
As hard as it is for us Californians to believe, people in some places actually wear out snow chains. They are not just to satisfy the CHP on occasional ski trips to the mountains.
I just heard that the only road to Valdez, AK was closed by an avalanche. The snow is packed 100 feet high. Couldn't live like that.
