I think the general idea is to use pure hydrogen in fuel cell cars. It's tough to handle, too, but for different reasons. There has also been work on an alcohol fuel cell. The trouble with using any kind of hydrocarbon in a fuel cell is they basically soot up. There isn't a reaction that utilizes the carbon. Hydrogen is mostly made by breaking down natural gas, so a hydrogen fuel cell car is basically an inefficient natural gas powered car.

Seeing the hydrazine there in that paper surprised me. I don't doubt it has lots of energy density, but talk about an "exotic fuel".
