Key to sealing shafts is using new modern seals, not the old style leather seals and a clean polished shaft surface. If the shaft has any cuts, dings, rust pits or other irregularities the seal will not work and either a new shaft or a shaft sleeve must be used. Seal manufacturers give very strict surface requirements for their products if you read their literature. I have never had trouble with leaks using only 1 double lip seal as long as the shaft was as stated above.
