Bolts are SOP, drilled for bigger size.

Rivets are in an oversized hole, then 'set' to the i.d. So you'll want to drill to the next bigger bolt.

But if you are going crazy on a restoration, you'll want to do rivets again. Heat them with red hot with a axy-acetylen torch, stick them in, beat them to death. I'm sure somebody here can link to suppliers and u-tubes.
