There's a point at which a harder/stronger bolt isn't going to do any good because it will just tear out of what it's trying to hold together. I think this is particular true of mild steel parts like frame members. Grade 5 is probably already at the point where a bolt will pull through the frame steel before it will break. On the other hand, I use 1/2" x 1-1/2" grade 8 bolts everywhere I can because I have boxes of them.
