Not in Washington or Oregon. I've been pulled over twice in Washington and once in Oregon for not wearing a seat belt. Also once in Washington for having a burned out tail light and not wearing a seat belt. The last time in Washington the seat belt was hanging out of the door, so there wasn't much to argue about and I had to pay the ticket. Never heard of anyone getting pulled over in Idaho for simply not wearing a seat belt, though, not even all those pot smugglers.
