Don't tell the Chinese but it's a trap. Gov Butch is just luring them in with that "free trade zone" and once they're here he'll turn all those Canadian wolves loose on them. That way he solves two problems at once.
Besides, that's all down south. I don't think there's been a Chinese man in North Idaho since they got run out of the Murray gold fields 120 years ago.
As for Wyoming, it's like two different states too -- the Yellowstone / Jackson Hole part, which is the world headquarters playground of the rich, idle, and liberal, and the all the rest, where normal people live.
