It will do little to stop it. The reason the state wanted it was for the taxes. It will be too controlled for many people so they will continue. A good share of the pot grows in some areas are run by the cartels and they will not give it up. In areas like Humbolt in CA it provides a lot of families with an income now that logging and small farms are gone.
As mentioned above legal booze has not stopped the moonshine industry.
