make yourself an electrolisis tank - it will kill the rust right down to the bottom of the pits and in the nooks and crannies that the sand blast does not reach. One of the safer abrasives is garnet, I pretty much am down to that because the slags are now banned in places because of the trace heavy metals. i do not want heavy metals in the garden or in me , so I switched to the garnet after a bunch of research . It came out on top.
