There is a long version of that bumper and a short version. The winch equipped W200s use the shorter one which is found (with the steps) on late 1964 to 1971 W100-W300 winch trucks, W300s without winch, D300s, and D400-D600s with the lighter front axle.

The longer bumper looks almost the same, but is used on trucks with the wide fender lips like a D700. I think the 1974 and up D500 style trucks all used the longer bumper so that S600(?) would have the 86" long bumper which is not correct for a W200 winch truck.
