The answer is yes, they will work.
They'll fit just fine on the small lock ring dually rims & the tires will have enough clearance to run just fine.
It's recommended to use 7.50-16's but many, many folks have run them, including myself & I've never heard of an incident involving 9.00-16's on a small lock ring rim.
The tires will not fly off the rims, the rings will not fly off & hurt anyone & the tires will not touch or rub even with the heaviest of load. You may experience very slight abnormal tire wear with the narrower rim but they'll be just fine.
