Wash everything bare metal in a pre-clean or surface prep solution. Use cheap stuff from NAPA or high end from DuPont, makes no difference. No water issues with rust, makes all oils disappear including those from your own hands. Etch prime or epoxy prime right after, use really dry air to dry/blow off excess fluid before coating. 35 years doing it and no returns.....you can't go wrong if you're really that concerned. It's a pennies on the dollar investment in time and preservation.
