The oxygen in the air, in the tank, gets used up slowly by combining with the gas fumes. It's why tanks so seldom explode.

BUT, electricity at the cap, where gas fumes come out to meet the air? Sounds like why filler nozzles have built in grounds, why there are explosion while filling- NOT cell phones, static sparks where fumes meet oxygen.
