For the following reasons:

1. You would need to modify the rim and flap for the inner, inner tube stem. Flap stem port would be in a thin area of the flap.
2. You can't install an outter, inner tube without putting a hole in the lock and the inner, inner tube rendering the whole thing useless.
3. No one probably makes a flap wide enough for the outter, inner tube.

If you want inexpensive self-locking locks on the combat rim that will lock both tire beads, that doesn't require modifying the rim and you can use with any tire, spray the bead rim areas with liquid plastic that comes in a spray can. Caution - it's dam near impossible to get the tire off the rim using this method. Once the tire bead slips over the plastic on inflation, it's on there, it's not going to slip or pop off under low pressure!
