The pic make it look really grainy, like a polish on a sandblasted surface. I have had instances where buffing too much causes a situation like that. You're left with having to go back with sandpaper and getting it flat again. Sometimes using a paint stick as a back for the paper will help.

This is why I do not buff with aggressive compounds. I do the flattening and work with the sandpaper and let the buffer bring out the mirror finish. Flat surface have this happen quicker than curved pieces.

There is a chance that the steel is a weird alloy mix too. Is the finish problem everywhere you've tried or just in a few spots?

Just trying to narrow it down here.
