Worn or undersize rings will give that sort of end gap and cause a lot of blow-by. Check a couple more rings to make sure you didn't get an odd one. Based on your other measurements, I would get some new 40 over rings and check it, if OK I would cross hatch the bores and ring it. I would also toss in a new set of bottom end bearings and don't forget to do the valves while you are at it.
