With all that stuff and weight removed, using a tow bar for a short distance at a slow speed with with an F250, you should be fine.
As others noted, the brakes shoes may be contacting the drums, or perhaps a problem with the axles.
Good idea to jack up each wheel and see if it moves freely. That'll show you where to start.
