I don't know much about diesel but I know once they turn up the fuel to where it's making black smoke, it's just for show and no extra power. Steam has an almost flat torque curve, so you get full torque at zero RPM (no need for a clutch) but in a test like this I suspect it ultimately just comes down to weight.
