Heating them wouldn't harden them - it would actually soften them if they were hardened. To harden you typically heat it up to the proper temp then cool suddenly, then temper by reheating a little bit.
I don't like drilling them out, that would be a last resort.
They are out enough to put a nut on. If not there is a video where someone plug welds a washer onto the flush bolt, then a nut to that. Made for TV - comes out perfectly.
