Heating broken bolt in the block

Hi all,

I have 3 broken head bolts in the main block. I was going to use a O/A welding tip and heat the stud which is left to orange a couple of times. Then I will soak it and finally weld a nut to the end.

I just wanted to make sure that this is safe to do in terms of heating the block?
