Tips on breaking down Combat wheels?

Started with the worst looking of the 4, trying to break them apart to put better tires on them so the truck can be more mobile... Can't get the lock ring off. Bolts came off easy as can be but the ring refuses to budge.

Any tips? Tools? Soaked it in PB blaster and was hoping that would help.
