Not sure what you got going on there. Read voltage at the battery terminals, and you better have 12 point something. Ideally 12.6. If not, charge up the battery. Negative side of the coil should be same voltage as plus side if points are open, and close to zero if points are closed. Turn the engine by hand and make sure that happens. If the negative side never drops to zero, points are not closing. Very often they get corroded from sitting for a long time, and a little cleanup with a strip of emery cloth will fix them. Otherwise, could be various bad connections.
