I've heard a story of an old-timer up above Mullan who used that method to clean his "outhouse" once a year. He didn't have a cistern or septic tank, just a big old hollow cedar stump that he used for a toilet. He'd leave his cabin in the fall to spend the winter somewhere warmer, but before leaving he'd toss about half a stick of powder in his "out". It would blow the contents all over the yard and the cabin but by the time he returned in the spring nature took care of it and everything was clean. In the meantime, it probably helped discourage trespassers.
