Probably a leaker, pressure test it first.

From the looks of the rusty housing below the heater core, it leaked. For a long time.

But you would have to remove the core to test it, though you could rig up what you would need.

WCs had a clamp in nipple on the side of the lower radiator hose, 0r a welded nipple to the lower steel elbow, if you have one of those. And the other hose to fitting on top/rear of head.
