You can but will that effect the safety standards where you are? You need to know what steel it's made from and use the right rods, then you need to re-temper it to the original specification. It would be bad if you welded it up and made the arm softer in the process. In your picture it seems the area of metal around the hole is much bigger than the area of the taper that goes through it, so should be OK as long as the taper never comes loose - not even a tiny bit. How much clearance is there between the bottom of the pitman arm and the top of the tie-rod?? A close-up picture of the arm and rod end would be good.
