Depending on how long it has sat the gears that are moved by the levers might be dry and they might not move. If you get it running, and that is another whole process, the gears will lubricate themselves from turning in place while the engine runs. A non-running truck should not be a deal breaker unless they want way too much for it. I have brought 3 trucks to life after sitting for 15-20 years. It just takes patience and common sense. There is a lot of info in the archives about it.
