Doing it the "right" way is expensive, especially if you're a business. Some liberal cities have free residential haz-mat drop-off places.

Lots of people still dump it on the weeds. In the winter I burn most waste oil, solvents, etc in the wood stove. Just drain into a bucket of sawdust and then put in a small shovel full from time to time. Great for starting a fire and for perking up a slow fire. Clean used motor oil or gear oil goes in the fuel tank of one of my multifuels, as does old gas and rancid cooking oil. Even ordinary diesel engines can burn 10% used motor oil or cooking oil without any problem. Not sure about gasoline, probably not worth the risk. Some filter their waste oil before adding it to the diesel, and some just let it stand to let the sludge and water settle. The sludge can be mixed with sawdust and burned in the wood stove. Keep the fire hot so you don't smoke out your neighbors.
