I will bet that the oil filter return line is missing the orifice that prevents the full flow of oil from the pump back to the oil pan. This lack of restriction eliminates pressure because the oil takes the path of least resistance.

To prove the concept, plug off the line that feeds the oil filter, then start the engine and read pressure. If it works, then you can remove the fitting on the return line from the filter, fill it with solder and drill out a hole to create a restriction. Start with maybe a 1/16 bit, and increase the size in SMALL increments until the pressure starts to drop. Stop there, you are done!
