Maybe that little capillary adapter is plugged.

And oh, the oil galley is the whole row of plugs along the side, the capillary ought to go into one. NOT the ports down low near the pressure relief valve. It may be hooked to the wrong place.

And you did actually pull the valve plunger out, not just the spring?
