I'm in the same position, purchasing a new underseat tank for early CJ5. I'm going with the $75 steel one. A few years ago I purchased a $90 15 gal for later CJ5, it was a perfectly fine duplicate of original. I don't know why a $200 steel tank would be better excepting the possibility it is stainless steel. The poly tanks are nice in that they are rust free, but of course they are flammable. With the tank sitting right under you I think the consideration of what happens in an accident is a valid one. I don't know which tank is more likely to rupture, the poly or the steel. I do know that DOT requirements for years had the street legal dirtbikes coming with steel tanks while the same basic bike not street legal(thus not DOT compliant) came with plastic tanks. The plastic tanks do take quite a bit of punishment without failing.

I think the best would be a steel enclosure with a bladder, ala auto racing, but those can be pricey and there is the question of dimensions. For now I'm going with the $75 standard steel one.
