How about this: Since there is no federal referendum process, let’s use our individual states referendums to pass a law in each state that 1. Each senator will be required to become subject to the same national health services that are afforded private citizens. 2. That all senators will be paid according to attendance and productivity. And 3. In the event of any future government shut downs senators will not receive any pay until the government is back in business and they will not be paid for wages lost while they were in the process of restoring government funding.
A separate referendum would have to be passed to cover the same activities for representatives.

I know its wishful thinking, but it sure would be nice to get those knuckleheads under control.
