I take it it's a bit like the "high speed" adjustment on a chain saw, but it doesn't need to be done under load, just at high RPM? The screw has no jam nut, but a large flat head. It's right under a shaft, but I think a small screwdriver can engage it awkwardly from the side. I've seen the bottom end of the needle and it looks to be in good shape.

This truck lacks power, which I always attributed to low compression (about 90 lbs in all cylinders), but now I'm wondering if it might just be starved for fuel. It's hard to get it up to speed in 4th gear even on dead level ground, and on any kind of upgrade at all, it won't sustain 4th gear. I've never seen a full-sized carb with mixture adjustment screw, but I like the idea. I've often wished they all had them, instead of having to change the jets.
