the weigth "down" usually means the butterfly is in the summer or "warm" position. The weight rises up as the thermostatic spring cools off. then it heats up and lets the weight pull the riser down so exhaust flows freely and is no longer directed at the intake. they designed it this was so if the spring breaks then the default position becomes "summer" and you wont have too much heat build up.
