You have a automatic heat riser. Its got a temp spring. closed cold and as it warms up the valve opens. No need to adjust it. Must be a later model intake or engine set up. Sometimes they rust up from sitting, when the engine is cold make sure you can move the lever back and fourth. Mopar makes a spray can called heat riser solvent. I keep one on the shelf for the ones that come in for service. How many guys lube there heat riser shaft when they do a lube an oil change on a car or truck. Back in the day it was second nature during service. Good Luck Bill.
