When I moved to Everett in '82 there was 20 acres next to the river covered 20' deep with old tires, collected by a guy who was going to build a "tires to energy" plant. His scheme fell through, he disappeared to parts unknown, the county took the property for back taxes, and it took two tries for them to "accidentally" set it on fire. Officially it was "kids smoking" who set it on fire at 2 o'clock in the morning. Anyway, the second time they got it going, they notified the fire department that it was to be "too hot" to put out, so all they could do was let it burn all winter. They get a lot of fog in Everett off the Sound during the winter, and combine that with the smoke from 20 acres of burning tires, and you've got some seriously bad air. Of course as the tires burned, the ones on the bottom cooked, and the oily goo ran right into the river. But since it was the government that owned the pile at that point, they made sure not to look for any environmental impact.
