If you raise the jack without a load, then put a heavy load on it, and it holds the heavy load, the lift cylinder and relief valve are fine. It tells you that the pump is the culprit.
I suggest the pump packing needs another look, or the ball that's lets fluid out of the pump and into the cylinder may be the culprit. You have proved the rest is OK.
Don't. Give up-the old stuff is better than the new stuff.
