I have used the spray cold galvanizing on parts of my trailer, over the old coating. Clean it well to remove any loose rust and then give it a couple of coats. It seems to stand up ok but isn't as good as original hot dipped. There are several types of zinc enriched paints that could be brushed and rolled. We used that type on structural steel tower parts and in marine applications. Enviro laws are different now but you should be able to order it from a paint supplier. Expect it to be expensive but effective. If the unlying steel is rusting away, no coating will prevent further deterioration.
