I finally got to the duals question. The inner wheels look stock and the outer wheels had the centers moved out about 1 1/4". I think that is as far as they would go right to the safety ring. Then they added a 3/8 plate shim between the wheels. All in all a bad design, the tires were almost touching.
And yes the frame had been reinforced by welding 3/8x1 1/2 " flat bar to both upper and lower frame flanges.
