I don't see how it would be unsafe? If the diameter is correct the tire isnt coming off the rim. We could argue all day about street performance and safety but let's face it a Bogger is not a street tire and needs to be driven carefully on the street regardless of the rim it is on. Most tire manufacturers even call them rim width recommendations for best performance. At low pressures too narrow rims will result in the bead unseating a little easier maybe. The only solid reason I have heard for rim width to tire width is tread wear. If there is another reason I haven't heard it yet but I learn new things everyday.
