Hi Mike,
The first thing to look at is to see if your shear pin is there, It goes through the driveshaft right before the winch.
Next thing to look at, if there is a handle on the winch itself, it needs to be taken out of the neutral position and into gear. It slides an eared collar into the end of the drum, engaging the drum to the shaft. Many times the handle is missing, and you will need to get the collar to slide in with a pry bar (NOT when the PTO is engaged!) It might be prudent to pull out some cable manually first, so after you engage the collar, and then the PTO you dont tear things up if you go the wrong way first!
