Solved the Charging Problem

Replaced the new voltage regulator with the original old regulator. Checked the voltage at the battery: 12.9. Started it up and re-checked the voltage at the battery: 13.9-14.2. Ammeter needle still swings widely. It is 30amp. Alternator is 60amp. Should I replace with an ammeter that reads D and C only?
