There is a spring inside, washer, then shaft peened.

The shaft is tapered, the spring pushes the end up, pulling taper into it's seat in bracket.

Either your spring is broken, or 'stuff' inside the taper is not allowing good friction. Maybe some little puller type thing can compress the spring, allowing stuff to get rinsed out? (do you have a batter cable puller to try?)

If the spring is broken, you can grind off the peening, knock it apart, replace spring, and maybe tack weld where the peen was? Or, I drilled and tapped the end of the shaft for a screw. Hard shaft though.
