Rear Valance Welded to Bed Sides?

Finally got my grinder/cut off and was able to cut through the brackets holding the sides on. Quick and easy. However, something was still holding them on? Took another look and found that Bubba welded the rear most stake pocket to the valance. This is not supposed to be like this correct? Another couple of cuts to go...
