Totally within today's legal systems and DoD bureaucracy, they could authorize DRMO to sell the stuff as is, where is. They used to do that all the time for bases in foreign countries. Obviously if it's in a remote place, where transportation is expensive, the bids will be lower than if it's in Pennsylvania, but not so much lower that the government would be better off shipping it home.

If they put up good lots of good stuff for sale, they would get plenty of bids. Also, most of the valuable stuff like trucks really shouldn't be on the commerce control list. There's no reason for trucks and trailers to be classed as "controlled munitions". Let the locals buy them. Some of the locals would probably be individuals who would use them for their businesses, and probably some would be dealers who would retail them all over the region. This is the old Silk Road after all. The people knew how to do business while the English were still living in mud hovels and killing their neighbors for sport.

Selling the unwanted materiel locally would engender good will, would help with the economic development of the region, and would even provide a market for spare parts that American manufacturers would sell into.
