North Idaho isn't part of anything. South Idaho is part of Utah. North Idaho has a defensible perimeter -- the Bitterroot Mountains on the East. The Salmon River and Snake River in its canyon on the South, the Clark Fork and Pend Oreille Lake to the north. To the west is 200 miles of sagebrush, sun-baked lava and rattlesnakes, so that's the easy way to get in, but Lt Col Edward Steptoe tried it from that direction and it didn't go well for him. The US Army repeated the experience later in White Bird canyon.
